How this list is made

• One rule, no editing. Every 311 request on city-owned infrastructure that is still open more than a year after it was filed, oldest first. Nothing is chosen for being interesting, and nothing is left off for being dull. Anyone can re-run the query against the city’s own dataset and get the same list.
• City property only. Street lights, sidewalks, potholes, light poles, stop signs, tree debris, abandoned vehicles, illegal dumping, bike lane debris. Every one of these is a complaint about something the city owns and maintains, so naming the address names a place. Complaints filed against private property and its owners – sanitation code and building violations – are deliberately never listed here, however long they have been open.
• Duplicates removed, the same as everywhere else on this site, and only requests filed since the May 2023 ward map so a case sits in the ward it was actually filed in.
• What “checks” means. The site records which of these it finds still open every time the data is refreshed. A request that has sat through several checks has been seen open on several separate occasions, months apart. That count starts from the day the watching started, not from the day the request was filed.
• What an open request does and does not prove. The records carry a status, not an intention. A request may be open because nobody came, or because the work is waiting on a programme with its own queue - most sidewalk repairs run through CDOT’s Shared Cost Sidewalk Program, where the property owner pays a share and applications open one day a year. Read it as work the city has not signed off on, and check the case number against the city’s own records before quoting it harder than that.
• “See the spot” opens Google Street View at the coordinates the city recorded. The imagery is whenever Google last drove past, so it shows the place rather than the problem. It is an ordinary link; this site loads nothing from Google on the page.
